The number of private sector vacant dwellings that have been empty for longer than 6 months that are returned into occupation during the year as a direct result of action by the local authority (Private Sector Team).<br><br>This is a measure of the number of properties where the Council has made a contribution to bringing the property back in to use after it has been empty for over 6 months.  Results are achieved by advice, financial assistance, a number of schemes and in some cases enforcement action. December = 0 Routine pro-forma communications with owners continues, but few have shown interest in financial assistance and a small number are proceeding towards formal enforcement intervention which is intensive and can take considerable time on a case by case basis.  December figures are also historically lower due to holiday factors (closure and clients focus on other matters).  The team is currently below strength.  Properties become empty and remain empty for a variety of reasons, some of which are naturally resolved by market forces and economics - particularly those most inhabitable - but others in poor condition or in probate disputes take much longer, and some owners accept the cost of leaving a property empty just because they prefer it whilst it appreciates capital value without the risks or burdens of tenanting.  Weakened powers (Empty Dwelling Management Orders - EDMOs) have such narrow criteria and are so complex to apply they are rarely used.  Planning powers (section 215 enforcement) are becoming a more useful tool to address appearance or visual condition but cannot force occupation.
