Due to the change in legislation with effect from 1st April 08 unoccupied property charges have increased fom £1.2 to £2.8 million, increasing the annual charge to over £34 million. The unoccupied charges are proving difficult to collect (as predicted in the consultation process). In addition the general downturn in the economy is affecting businesses and their ability to pay NDR as demanded.
